A meter that moves during a controlled no-use interval supports an active water-use path, but toilets, irrigation, coolers, treatment equipment, and appliances must be excluded.
Noninvasive inspection should precede avoidable opening. A provider may use pressure isolation, acoustic tools, moisture readings, thermal patterns, or camera access, but every method has limits. Ask how a finding will be confirmed before repair begins.
Keep this boundary: A moisture meter, thermal image, or sound reading can indicate an area of interest without proving the exact pipe or failure.
